They called me at 7am Pacific Time. Caller ID showed Survey. Answered the phone, it was a recorded messaging telling me that my credit card was about to expire and I am eligible for a 5.9% interest rate, just push #1. I did. As soon as a man with bad English answered, I told him "how dare you call me at 7am" and "I am un the Do Not Call Registry" and I also to him that I am recording this phone call and also tracing this phone call. He was not happy with me and told me "go to @#$". I hung up and reported the call.
Omg this is the first time I've heard them request the 1st 12 #'s
Like you said many people are not aware that Visa, MC etc., have pre-assigned numbers!

I got a call from this number yesterday morning, I did not answer it. Last week I got a call before 8 am from a debt collector (So he said) that could barely speak english I yelled at him saying to NEVER CALL MY NUMBER AGAIN THAT EARLY IN THE MORNING!
