Who called from 5714311988

I answered and it was a recording telling me to press "1" if I wanted more info on how to get "free" phone calls to India or press another number to be removed from their system.

I get a call from this number multiple times a day including late at night, and when I answer, I also hear a click.  It is becoming very annoying.  If someone knows how to end these calls please let me know.
