I received the same call, threatening legal action, wage garnishment, bla bla bla.  However the voice mail recording was on my office phone.  I called the local PD and they were not interested in chasing this because they have far too many telephone scams going on to take any more information.

I received a call this morning from a 520 number which would make me think it was local but then upon hearing the recording and Richard Blackburn advised that I call 586-353-1729 in order to avoid legal action that could result in garnishment. I immediately searched the number and came to this page. This is clearly a scam thank you all for posting

Blackburn is a scammer working for something called Legal Mediation Solutions, which is, so far as I can tell a fake company. This company is trying to scam you.  Do not call them back, do not talk to them.  Block their calls.  DO NOT SEND THEM ANY MONEY!  Blackburn and LMS has a long history on 800notes of engaging in the worst kind of debt scamming.  

Fraudulent or Zombie Debt Collectors—Things to Know

If you have received a call stating:

1. You have defrauded a financial institution
2. You owe an unpaid payday loan
3. You have a warrant due to an unpaid loan
5. You will receive a court summons
6.  Authorities are coming to arrest you
7.  Anything similar to above,
a.   Do not give them any information or verify any information for them
b.   Tell them you know they are a scam operating illegally and that you are   filing a complaint with the  appropriate authorities
Call blocker is your best bet.

* File a complaint with the Attorney General for the state you live in

The more information and complaints there are, the better the chance of getting these criminals to stop (or at least reduce the frequency).
