You're right, it is a total scam.  A phone call isn't legal notice of anything. No legitimate process server notifies you in advance that they are going to serve you.  They are just trying to scare you into paying them something.  A summons is issued by the court and directed to someone named in a complaint which is filed in a local courthouse.  The courthouse would be in your local district.  You can call the courthouse and see if there are any cases filed with your name on the case.

Just because a voice on the telephone claims you owe a debt does not mean you owe it
If a voice on the telephone claims you owe a debt:
1.    Demand the person give you his or her name, company name, and address
2.     Demand a debt validation letter by US mail.  E-mail no good.
3.    Do not pay  the collection agent or anyone else a  dime until the debt is validated

Of course they won't send you a debt validation letter so simply ignore them and block their calls.

If they are bothering you,

Report them:

http://www.consumer.ftc.gov/articles/0149-debt-collection
Also contact your local attorney general
If they continue to bother you, tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now. If you can find them.

Only public prosecutors file charges.  Debt collectors have nothing to do with what prosecutors do or not do.  They are just trying to scare you.  Ignore 'em.  Block their calls.

I just started getting calls from this number and the same messages. They have my name and they are going to serve me...
well Hello...serve me then. I don't have any debit that can be collected. Any outstanding debits I have are 10 years past Statue of limitations and for my state the limit is 3 years. They can't do anything to me...even if they were legit. The calls are so annoying.

Group of white collar criminals going around and randomly calling people on questionable debts and threatening them with criminal prosecution for non-payment of a civil debt.  Which is a clear violation of the federal FAIR DEBT COLLECTION PRACTICES ACT .  You can complain to the FTC, but nobody knows where this group is located.
