Scam. Don't answer or quickly answer and hang up or, you could do what I did and answer and just start yelling the "f" word into the phone over and over at the top of your lungs until they finally hang up themselves. :)
They thought I answered but it was really my voicemail, and the silence obviously frustrated them into yelling "hello" a few times and then hanging up.
