Who called from 6172323456

This caller has called me multiple times a day, left a 123s message with NOTHING other than white noise.  When I try to call back it tells me it is a non working number.....

Getting calls from the number to my work phone. Nobody responds when I answer.

Same here this number calls my office phone multiple times a day leaves no message, no one is there when I pickup, and when I call back there is a number not in service message.

Man with accent has called three times so far this morning, asking for the same IT manager in order to send him a white paper.  On each occasion, I've told him to forward the information via standard mail and transferred him to a recording of instructions.  How long do you think it will take before he gets the hint, if ever?
