I've received two texts from this number so far. According to whitepages.com, the number is provided through New Cingular Wireless Pcs, Llc.  Both have said:

"Mortgage payment too high? Want an Interest rate as low as 2.5%? Behind, we can help new government HAMP program. For info reply (GOV), to cancel reply (STOP)."

Of course, I have not responded. One of the best known tricks these guys use is asking you to reply STOP. Once you do, they know your line is a live line, and add you to a higher premium listing that is sold to others.
