Called my PRIVATE, UNLISTED Incoming-Call-ONLY line; so knew it was a scam because my business is inactive right now. Let it ring four times, then picked up silently to see what would happen. Dial tone.
If someone is somehow using an actual payphone to run this or any scam, know that in Massachusetts, the payphones are all configured to NOT ACCEPT incoming calls. That may be why you got a busy signal, although usually it will just not ring at all/go to 'dead air.' This was started decades ago as a way to stop drug dealers from using payphones as a way to evade detection and capture. Now the drug dealers all use cells, but the law still sticks.
