On 8.6.2014 I received a call from this number, too. No caller ID. I did not answer and no message was left. Interestingly, I had recently been on the phone with Blue Cross/Blue Shield, as "scamfighter" stated the caller represented themselves, when spoken with.
Called with my first name at 8:30pm to Austin Tx representing Blue Cross/Blue Shield customer service. Asked if I was using my cell phone. I declined to answer questions.
Received a call from this number on my cell phone. Rejected the call. There was no name attached to the number. 6:49 pm MST. Not wasting minutes on a number I don't recognize.
Called and when I answered, they immediately hung up. I called them back. I got an automated voice service saying that they are a company called the SQM Group, who supposedly does surveys and "is not a telemarketing company."
They gave me the option to enter my phone number to be removed from their call list. I did it, but am now hoping that I didn't do something I might regret later. I also blocked their number on my cellphone (I have an app that will kill blocks calls so it will seem like my number doesn't exist. They can't even leave voicemails!).
