This is a Debt collector. I called back from a different number after they called and left no message. The recording said, "Thank you for calling us back. I will connect you to an account manager." Then a long pause, "For Legal purposes i must inform you that this is to collect a debt and all calls will be recorded and monitored. Now please hold while i connect you."
Its suspicious. I do not trust them. It was a a lady which sounded like a recording asking for my time regarding a new auto insurance policy. I said no and then she wanted to ask me questions and then send me to an agent.
Received a call from this number 636-234-9246 over the blue tooth. The lady said she was Sue, but sounded like a computer generated voice. Further she said she was calling about an insurance payment and named my insurance company. There are no insurance payments due so this sounded suspicious. I asked where are you calling from and she responded the National Insurance Institute. She wanted to talk about my insurance coverage and the cost. I then hung up. The number traces to a landline in Union, MO which is in rural Franklin County. The Internet also indicates that there is no company by this name in the US, but one is listed in the Middle East. This appears to be a scam of some sort where they are attempting to obtain personal information. I do not know how they obtained my cell number. Beware as I found the call creepy.
