Get a call blocker and block that specific number. You can also block other recurring scammers and telemarketers.
For a land line a call blocker is an electronic box you plug into the phone line between the phone and the wall. It also needs electricity. You can buy one at Best Buy or on line. For a smart phone a call blocker is an app. It may come pre-installed or you can download a free one.
For a simple cell phone ask your carrier. Or put the pest in your contacts list and give them the ring tone "no ring" or "silence". That won't stop the calls but it will make them easier to ignore.
I get at least 3-4 calls a day from this same NY number along with other random numbers all from NY.

All of which when I call the number back to see who or what the number leads to, all but one number comes back as a Cellular Provider Message:
"THE SUBSCRIBER YOU ARE TRYING TO REACH IS NOT IN SERVICE"
And or a LandLine (POTS) Plain Old Tekephone Service Line
"3 TONE - YOU HAVE REACHED A NUMBER THAT HAS BEEN DISCONNECTED OR IS NO LONGER IN SERVICE, CHECK THE NUMBER AND TRY AGAIN"
The one (1) Time I answered they wanted to speak to a "Diane (Last name was not understandable), I advised that there was no "Diane" at this number of at which time, he wanted to know when I got my number etc of which I advised to Remove my number and he hung up.
This has got to be some sort of a scam as they are "Spoofing" their number:

June 22, 2017 - The Federal Communications Commission has proposed a $120 million fine against an individual who apparently made almost 100 million spoofed robocalls in violation of the Truth in Caller ID Actions.
Got a call from someone w a strong indian or palistany accent named Rocky JOhnson (646$525-0000. Loud in the background. Obvious scam so i kept asking for a call back number. He then transferred me to another person w an accent named Eric Johnson jr. The idiots used the same last name. When i asked questions they wont answer yet wanted more info from me. Scammers. Warning
