Actually the DNC works pretty well. People are prosecuted under the law. But it is meant as a guide to law-abiding telemarketers. It will not stop determined criminals and scofflaws. Invest in a call blocker and DO NOT pick up on numbers you do not recognize. The 646 area code is often used by scammers.
