Actually the DNC works pretty well. People are prosecuted under the law. But it is meant as a guide to law-abiding telemarketers. It will not stop determined criminals and scofflaws. Invest in a call blocker and DO NOT pick up on numbers you do not recognize. The 646 area code is often used by scammers.

called cell again on 8/01/17 @ 4:42pm and again @ 5:18pm. I am now blocking this # - doesn't stop them from calling & the calls still show up on my log, but it does make it a lot easier to ignore.
This (probably) spoofed number called my cell phone once and then stopped. I never answer or return calls from unknown numbers. This is just another number that will be blocked.
Left voicemail about reducing electric bill and avoiding upcoming increase. Have received numerous calls from many different numbers with the exact same voicemail. I'm on Do Not Call.
