My phone rang at about 12:30 midnight; when I answered a recorded message said that this was an emergency message from the Kern County Emergency Services....at that point my phone went dead and I did not hear the rest of the message.

My phone rang at 4:07pm 8/22/15 when I answered a recorded message said that this was an emergency message from the Kern County Emergency Services and said that the 911 would not be available and they gave out 2 phone numbers to call or to use the 911 on the cell phone. Sounds suspicious since the area code is 706 they were talking about.
