I have call blocking & if someone wants to get through to talk to me, they have to get permission by following the instructions on the recording that comes up after the first ring. If they don't follow instructions, they will never get through. The person just hangs up. My caller id shows UNKNOWN NAME & the phone number comes in with a 1 in front of it. I've been told if it has a 1 in front of the number now a days, it's most likely coming from overseas. I'd say this sounds like a scammer.
