I received the exact same call today. I asked the caller's name, he said "James Miller," yeah, right! He sounded like he had a thick Indian accent, and at times, I could not understand him at all. He said he was from Microsoft and that someone from a foreign country was hacking into my computer. I did not believe him in the least. I told him I was very busy and had to hang up. I called the above number and was told I could not be connected to that number as it was given to me, no surprise there? I then asked him how he got my cell number and name, and he said I was a Microsoft special customer, wrong answer! Just hung up on him!
Caller identified himself as a Microsoft engineer, stating the my computer was in danger from a virus, or hacker. He was rude and insistent that there had been numerous messages sent to my computer, but was unable to identify which computer was a problem. He also said the problem could be fixed for a fee over 400.00

I asked him to repeat why he was calling me he asked "Are you dumb? I am speaking very clearly." I told him do do something too profane to type here and hung up. Dumbass scammer.
Thank you to everyone here for explaining their experience. I just had the same experience with a guy with Indian accent. My phone scrambled and I now know that it is a scam.
