It is the fraternal order of police looking for contributions. Blocking did no good. When I blocked the number they called it every minute. After 16 times I finally answered and told them to stop calling me.
Call periodically in the evening. I let it go to VM. The caller asks for me by name (apparently no clue they are talking to a machine), but leave no other message. Blocked.
Claim to be Fraternal Order of Police looking for donation. Apparently the Fraternal Order of Police change their number daily, because I get these same calls daily, but with different numbers.
