These are robo-calling devil dogs who use an ever-changing retinue of (703), (757) & (804) telephone numbers to call about a variety of scams, frauds, etc. Some of the numbers are actually pirated from real, honest local businesses (like the veterinary practice), and the rest are rented from Verizon. If they started locking up executives at Verizon for aiding & abetting these frauds, you can bet they will quickly diminish. I got a call blocker last year and the fraudulent/political/insurance kinds of calls have significantly decreased. Never give any credit card or personal data over the phone, or you will pay hell to get fraudulent charges removed, as usually you have to talk to someone in a foreign call center who thinks Americans are all idiots.
