Who called from 7038531601

I got a call from here.   Called back and said the number was temporary unavailable.

"Your call cannot be completed at this time."    My guess is some marketing company, since there is no standard greeting or inbound calling.

Called At 4:40PM. No message. Blocked.

No message, called back by accident, it said, 'your call cannot be completed at this time'.  SCAMER!

I answered and he asked my name. I said "yeah" and he responds "ha ha haaa" like the crappy Jared Leto Joker, then hangs up...
