Same thing, although my phone call was from 213-337-2559 - they wouldn't give me time to discuss the offer with my spouse and said it was a "live" offer. They did have my IHG rewards number and point balance, so it seems like they are legitimately connected with them somehow. I didn't bite but did keep them on the phone for 20 minutes.
You are looking at the number incorrect. Country code 7 (on a mobile phone it will show +7) and then 038 869 880. This is the Ukrainian SSR; +7 038 - Khmelnytsky Oblast. You can look it up on Wikipedia (and stop being so Ameri-centric ;)

It probably cheap to run an auto-dialer from there - and harder to trace for fraud purposed - and harder to prosecute even if you could do so. The person I got was from the Phillipines as well.
They just called my mobile and it comes up as (703) 886 - 9880 with no +7 that you mention. Not all cell phones are the same so I wouldn't go blasting around about "being so Ameri-centric." That's not "looking at the number incorrect" it's looking at the number as shown on my caller ID. My person was also second-language English but I can't tell you if she had an accent from the Philippines. I told her to call back while I investigated and came across this site.
