Not a hacker. It is called CallerID spoofing. It has happened to many others

got a call Monday night at 8:42pm. I knew who it was, any time the caller ID reads a city and state it's usually the police wanting money. I DO NOT DONATE MONEY OVER THE PHONE !!!!!!!!!!!! once they say how are you doing they start reading their script, you can't get in a word.. I had to yell over him and tell him DO YOU KNOW WHAT TIME IT IS? DON'T EVER CALL MY HOUSE AGAIN or AT THIS HOUR.
