this number isn't the number that goes with the name of the company given in voicemail. Company name is global Mediation group and when I googled company it took me to a website located in Florida and had a totally different number all together. Claim number is 2014-1300 for a payday loan back in 2011 in the amount of $837.50 which they told me I could claim financial hardship which lowered it $200.00. Tried to set up a repayment plan of $50.00 a month and they refused it and said they can't take less than $100.00 a month. My thought is if an agency refuses payment doesn't that make the debt free and clear? Sounds like scam to me with number and company name not matching up.

Sounds like a basic debt scam to me.  They spoof local numbers.  
In any event,  just because a voice on the telephone claims you owe a debt does not mean you owe it
If a voice on the telephone claims you owe a debt:

1.    Demand the person give you his or her name, company name, and address
2.     Demand a debt validation letter by US mail.  E-mail no good.
3.    Do not pay  the collection agent or anyone else a  DIME  until the debt is validated.

Of course they won’t send you a proper debt validation letter,  so simply block their calls and ignore them.

f they continue to bother you, tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.  If you know where they are.

i don't dispute the debt I do have an issue with the fact that it is few and far between calls from them. I have a name for the caller. I will have to ask her for contact information for original debtor and go from there and they aren't getting a dime from me. Thank you.

You don't have to do anything - the point is, federal law puts the burden of proving you owe a debt completely on the debt collector.  THEY have to MAIL you a letter giving details on the amount owed, the original creditor and also the "mini-miranda" stating that you have 30 days to dispute the debt (in writing).  You don't have to call anyone.  And as CWG40 stated, just because someone calls and says you owe doesn't mean that you do.

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim’s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims’ relatives, friends, and employers.
