The are laws. But Indian and Pakistani scammer/extortionists ignore them. Invest in a call blocker and do NOT pick up on call numbers you do not recognize.
Received today a phone call from Dennis Gray, same as reported above. Indian accent, man, threatening me with legal action before a Magistrate Judge (if he were American, he would know Magistrate Judge is an English title, not American). I know this is a scam!
