My caller ID showed unknown name. I picked up because I have family in area code 706 and thought it could be either of them.
Actually area codes mean nothing anymore. You can have a cell number issued in New York and move to Georgia and continue using the NY area code and cell number, so we can't be sure where these folks are located.
The recorded message said "senior citizens should listen carefully to the following message..." That's is when I hung up. The voice on the recording was female, spoke with a twang and bad grammar, I am on several do not call lists, but it does no good.
Guess I will file another complaint anyway.
Yes, we have caller-id. However, as others have indicated, 706 is an area code containing friends and relatives. Others have described the scam accurately. What we like to do, once we recognize it is a scam, is to tie up their telephone line as long as we can. We place the scammer on speakerphone and let him/her use up all the airtime trying to scam us they can. They then try to disconnect but we do not immediately hang up. It always takes 2 tries for them to totally disconnect from our telephone. We at least have some satisfaction that we have tied them up for a few useless seconds longer than they intended, which means they aren't able to scam someone else while we keep them occupied uselessly talking (or robo-talking)into non-listening air.
This number keeps calling us! They leave no message, then if we pick up, nothing. WHAT CAN THE AMERICAN PUBLIC DO TO STOP THESE UNWANTED CALLS? My invalid Mom was awakened from her nap again yesterday. The calls from various scammers are unending and we are on the "do not call list."
I agree with everything posted so far. An interesting article about this scam is published on the roanoke Better Business Bureau website (not the national BBB page) under News Center (located in the upper left corner of the page).
I don't think we can type Internet URLs on this forum so I'll spell it out for anyone wanting to find the full article.

"BBB Alert: Possible New Twist On Medical Alert Scam "
I keep getting calls from this number with on Athens, Ga. shown on caller ID. I do not answer and when I tried to call the number back to see who would answer, a recording said my call could not be completed as dialed,.
so this is not a legitimate Athens, Ga., number since I live right outside Athens. I have blocked the number but I'm sure they will do what they've done before, just change one or two digits in the number and call again.
So annoying to be on the do not call list and still the unwanted calls come through.
