My message started with the phone number and then the same thing that "Ih8spam" reported.
" 707-327-2642. I repeat 707-327-2642 now if you don't return the call or in case if I don't hear from your attorney either the only thing what I can do is wish you a happy life as the law enforcement team of your state will be soon at your doorstep Goodbye"
Unfortunately, if these people call enough innocent people,, they will luck up upon someone who really is in debt or owes taxes and that person may panic and comply. I'm glad this site is here to help people.
Same as Timothy. I asked to speak to his supervisor, Kathleen Strait, who told me she was with the Treasury Dept. and was "administering" my case on behalf of the IRS. She also told me she was not authorized to send me anything in writing, and that the IRS had already sent me a letter, which of course I never received.
There is an IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.
USA tax payers should read this:
http://www.irs.gov/uac/Newsroom/IRS-Reiterate ... -Telephone-Scam
Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
Educational post:
This scam is also described as scam #11, here:

Remember to return here, to 800notes.com, after you look at any of the information at that site, either to post more information, or to let us know you avoided the scam, or to read any further information about that number that others may post.
