Do consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
Just listened to a voice mail message sent at 4:23pm on 11/10/14 from 712 201-2236 claiming to be the IRS saying that this was our FINAL notice that they were filing a lawsuit against us and that we were to call them immediately and refer to Case # 023791931. Message was hard to understand and very threatening in tone.

I just received the same call. Perhaps it's a class action. :) Mine was a robotic toned "voice" with the same message.
When I called back using the same phone, I received what was likely a regular person, the number having been "spoofed".
When I called using a different phone and number, I received a message that "You have reached a non-working number" and a different, friendly voice, saying that no such number existed and I should hang up and call again.
Also received a message on the phone with case #023791931 on a phone from Wisconsin 715-201-0296. Also received the same message a 2nd time from a NY phone number. I figured it was some new phishing technique so I decided to do a search and found this thread. Looks to be a hoax.
