We've been have the same problem. I finally was able to talk with someone and got information. The 712 945 0164 is a direct dial number, so you can't call them back. The caller is from National Union Fire Insurance Co in Pittsburg, PA. In our case, they were authorized by Homecomings Financial, a mortgage company to call us. The direct dial number for Natl Union (or the 712-945-0164 no.) is 800-781-8280. They will put you on the Do Not Call List if you request it.
We started getting these about 4 days ago, they're calling 5-7 times a day. I finally answer the phone when I see it and they won't even talk to me, wanting to talk to my wife. That prompted me to come look for info and found this website. I added our new phone to the do not call list so hopefully it will stop soon.
they called three times today, they ask for me by my first & last name and when I ask "who is calling? they dont reply. very annoying,I dont know how I got on their list., if I dont answer they never leave a message
