Yes, definitely a scam but to what end? They refuse to take numbers off their list, or if they do they just call back from a different number. Yet ANY question you ask immediately annoys them and they hang up on you. The call back number brings you to a message saying "the current promotion has ended" so it's obviously some kind of scam. But, as bizarre as this is, it seems the only thing these operators are being paid to do is annoy people.
Pre-recorded "Are you or a loved one have a drug or alcohol problem"? Yes, they are are calling from this number now. Got a dude on the phone from "National Crisis". Hung up on me with the first (actually pretty innocuous) question I asked. I have never been able to keep these guys on the phone for very long, and I'm trying hard to sound like I'm trying to pump them for information on who they really are. Wow, how can they scam any one at all if they are that skittish. I mean, they are cold-calling people and they drop the call on the first question. Does this just-sit-back-and-answer-the-scammers-questions with no feedback actually work on people?
Called me again on a different line. Same pre-recorded thing. And they hung up on me again, and I didn't even ask a question. I mean really, for something supposed to be a "Crisis" assistance center, they have absolutely terrible customer service. If someone does need help, and you suddenly hang up, I think that's just sick. This cannot be legitimate, or else they'd at least tell you why they can't help you before hanging up.
