This one of the unfortunate loopholes of the DNCR. To be honest I am skeptical of these alleged surveys since I question if some sleazy operations use them in order to get around the law.
It seems the only ones that honor the law as it is written are legitimate businesses. Most of the rexeived call complaints that I have posted about about are the calls my mother receives. I believe they call her because she is a senior and hope that she will be gullible enough to take the call of a complete stranger. Thankfully most of these calls are now blocked thanks to the fact that she has a phone that blocks and the fact that I registered her number with no mo robo.
