When you call back they simply answer "Thank you for calling how can I help you?".

It is definitely a phishing call, the fact they are so vague is the number one sign. The second sign is they were trying to reach my toddler.

Final Actions Division of where?
Allegations of what?
Documents containing what information?

These are all statements designed to make you ask these questions and call them back to fall into their trap.
