Who called from 7170658912

SO, OTHER PEOPLE HAVE HAD THIS CALL, WITH NO ONE ON THE PHONE WHEN YOU

ANSWER. THAT HAPPENED TO ME. THEN I TRIED TO CALL THIS SAME # BACK.........BUT

GET A ROUTINE TELEPHONE RECORDING INDICATING THAT I CANNOT BE CONNECTED,

DUE   TO THE FACT THAT I DID NOT "DIAL 1 BEFORE THE #"............BUT I DID DIAL 1. SO I

CALL "O" FOR OPERATOR AND ASKED FOR THEM TO IDENTIFY IT. HE CAN'T........

.SO I ASK FOR HIS SUPERVISOR...BUT SHE SAYS THE SAME THING "ITS NOT A VALID

PHONE # DUR TO THE FACT THAT, AFTER THE AREA CODE 717, THE NUMBER BEGINS

WITH "O". NO ONE IN THE PH. CAN SAY WHAT MADE IT POSSIBLE FOR THIS PH. TO

RING ON MY PHONE. I KNOW OF NO OTHER EXPLANATIONS FOR THIS............SO IT

MUST BE EXPLAINED IRRATIONALLY, I E ITS FROM MARS........OR DUE TO GLOBAL

WARMING

This number called here today, and it is not the first time  -- they called weeks ago. The caller ID says "PENNSYLVANIA".  
About the number not being legitimate--- The problem today with all the different electronic means for calling people is that you get these kinds of numbers...they could be calling from VOIP, or Skype, or using "spoofing, " or using a call forwarding technology, or a few other options. Nothing in communications is straightforward any more, so it is hard to sort out the bad guys from the good guys using caller ID.

I would say, in general, if somebody has a legitimate need to contact you, they can and will leave a message, identifying themselves and stating their business. If they do not do that, then they are suspect.

Received call at 3:26 p.m.  No one there and eventually hung up.  Tried to call back but got busy signal over a period of time.  Have no clue who it is and don't want to see this number on my phone again.

I said Hello, waited a few seconds a man comes on and says he would like to speak to head of household about changing my utility from PPL to a different 1 and they will send me a rebate check in the mail, I informed him I didn't use PPL and how did he get my number, he then said it popped up on his computer and I said well take it off, he said he needed to know my utility I was using to remove it, I said thats a crock just felete me out of your system and he hung up...

It's VERY interesting that he first acknowledged that he wanted to change you utility from PPL to another one, but later he said he needed to know which utility you were using!!!  I received the same type of call today but when I said Hello, there was dead silence so I hung up.  I have also reported them to the DO NOT CALL Organization for what good that will do since they do absolutely NOTHING to help with things.
