Who called from 7180338531

I got a phone call from that number and when it showed up on my phone it said harrasment and I got scared and didn't answer it

Called on Thanksgiving... That's even low for a scammer.
The number looked strange because of 033 prefix and these posts confirm my suspicions.

Called. Told me I had a new message and gave me options and hung up.

More non English speaking foreign scammers calling from outside the US. This is a fake number, there is no 003  in the US. Blocked.

Called my cell phone.  I typically do not answer numbers I do not know,  thus let it go to voicemail.  They did not leave a message.  Will see if they call back.
