There is no immediate "hello" because call centers use a multi-dialing system. Many telephone numbers are entered and thet answer the first one they see, then the others roll over into the system for the next available agent/person to answer.
This has been a common practice for all major companies making outbound calls for over 20 years. Also,
if you call back the same number, you won't get a response 9 times out of 10 because the number is for outgoing calls only.
