Definitely spoofed. They get a US phone book, then program their VOIP phones with real phone numbers taken from the book. 95% certain that there is a real Moses Lefkowitz in either Queens or Brooklyn New York now suffering from having his number associated with these creeps.
Received a call to our land line from this number today (Monday, Memorial Day, 29 May 2017) at 2:38 pm (Central Time). Caller ID: Moses Lefkowitz. Didn't answer as we were out of the house. No message left. Don't know anyone named Lefkowitz. If the caller was some "Microsoft" call, as posted by Kent, above, I suspect the number and caller ID are spoofed and from outside the USA. I doubt if there would be anyone in the USA clueless enough to make such a scamming call on a Federal holiday.
I received a call on Memorial day and today from "Moses Lefkowitz" at this number. Moses turned out to be a very concerned lady from the Microsoft Tech department. She said my computer had been hacked. I told her I didnt own a computer- "Click" > The fun never ends with these bozos
