I don't answer numbers I do not recognize. The voicemail left after declining the call was a short tone followed by an electronic voice of a woman saying, "Hello is the head of the household available?... I'm sorry is the man or lady of the house available, please... Hello."

Whatever it is, it seems like some kind of solicitation that can be blocked or ignored.
