I got the same call, very robotic, said he was Jack Henderson and is sending my case to my local police department for IRS fraud...whatever. I didn't call back.
They left a message, telling me to contact Jack Henderson. No accent, but it's obviously not the IRS-they a)initiate contact through the mail, and b)they don't arrest people, or talk about warrants for the fun of it, and
c)they would let you know by mail if they were doing an audit or if there were issues with a tax return or statement.
Don't call back-you'll help them get your name, they probably don't even have that. Best to ignore, unless you want to mess with them and offer to make a payment through PayPal!
