Who called from 7315993010

I received a single call from this number on 6/25 at 10:36 am Pacific.  I didn't answer and there was no message.  Thankfully nothing since then.

Called my cell phone but did not leave a message. Called the number back and got a recording saying the number is not in service.

Credit card rollover solicitation....isnt this illegal to call cell phones??

Credit card rollover solicitation.  I talked to "Susan" who claimed she represented all banks and she works for "Account Services".  She hung up when I tried to verify her company's name.
