WHY is a phone card company calling private residences?

We never answer these.....They call and call, then all of a sudden we start getting from different numbers.  They government can follow any phone line they decide to follow, EXCEPT for these foreign scammers.  I for one am not dumb enough to give them any information.  We need all we have.....
