Reporting illegal sales calls, if that's what you think these are, to regulators does not set you up to win "damages" like you've entered a raffle. You want a TCPA award, you'll have to get one the way all other plaintiffs do. Gather your evidence, locate the call source, and sue in local court. Correct complaint channels include the FTC, and attorneys general.

Two methods are fairly effective here, they just depend on how far you want to take them, on how aggressive YOU may want to be, in eliminating these pests from your daily routine.  For potential legalities (of which I actually know next to nothing), method #1 should only be used when THEY call YOU...and this can work for callers and recipients of either sex.  Simply play the pervert: interrupt the pest to tell them how "hot" they sound, and immediately start asking what they're wearing, the colour of their hair, what kind of undergarments are they wearing, are they sweating, etc.--you get the idea.  Most of the time, the caller will start feeling uncomfortable very quickly, usually enough to abruptly terminate the call, while you get good practice on your acting skills, in case Hollywood ever wants you.  In the rarest and most extreme occurences, you may actually score a good hook-up.  Method #2 is more attuned directly to these health-plan solicitors, who are indeed relentless in their pursuit of you, the potential patsy.  Again, interruption is the key--do so, to proclaim yourself as a MediCare recipient, then firmly insist that they sell you a plan.  None of these scam "plans" will work with MediCare, so since THEY called YOU, insist on the right to be a customer.  Method #2A is if you REALLY want to be aggressive: call their number back, from your Caller ID mechanism; if you actually reach someone, let them know again that THEY initially called YOU, then again insist that they service you, as a MediCare recipient.   Method #2B sees adaptation to whatever scam is being peddled: if it's home improvement, tell them you're a renter and are "certain" that the bill can be pawned off on the owner, without his or her before-the-fact permission.  If it's auto insurance, tell them you have five DUIs, and your license has been yanked, but you're driving every day anyway. Then demand that they sell you their "product".  Become their least desired customer.  Do this, say, three or four times in one day, and chances are they will really take you off of their call-list.   And if not, at least you are having some cheap fun at their emotional expense.
