First off Karen, the FTC/DNC defines a telemarketer as a Business that engages in Telephone Sales of goods or services.
Very few of the unwanted callers are Telemarketers. If you get a phone call and they do not attempt to sell you goods or services, they are not classified as Telemarketers and certainly are not governed by the DNC. Most are actually scammers or come under other categories.
Now phase two: The DNC Registry only applies to Legitimate businesses who are Registered and on file with the Federal Trade commission, as Telemarketing businesses. Any company, scammer, scofflaw, charity or any other unwanted caller that calls you that is Not Registered and in the FTC Data base, does not come under the laws of the DNC. If you have a complaint you must report them to what ever government entity that is responsible for handling your complaint. i.e. FCC, FBI, etc. The DNC is not a government Department. It is merely a part of the FTC established to create and maintain a list of those who wish not to be Telemarketed by those legitimate registered with the FTC businesses.
You're wasting your time Geoff. The Do Not Call Registry and how it relates to Telemarketing has been explained over and over and over on this forum and people still can't get it through their heads as to why it doesn't do what they think it is supposed to be doing.
