You may have never heard of spoofed caller ID numbers. Telephone callers can and do get you to believe the ID you see is valid. Block all calls is the only way to block spoofed numbers. The most aggressive marketers will generate hundreds of spoofed IDs.
Then it's time to block them! Why let them frustrate you, frustrate them! If you don't have a blocking feature on your phone, most cell phones (and dome landlines) let you assign a certain ringtone for all calls in your address book. Check to see if they have a "NO RING" , if not make one (just turn your volume off and record 30 to 60 sec, of no sound and assign it "NO RING as the name) then when a call comes in check it on the internet and when you determine it's no one you know, Save it in your address book and set a name like Spam or DNA (do not answer) assign the no ring as the ringtone. And you can assign a lot more under that one name. Then when they call the phone may light up BUT it won't ring, so you can just ignore it and not get so frustrated. They can drive you nuts, especially in an election year! I put the political surveys under the name political, then after Nov. you can delete the whole file!
