The only long term solution is Federal legislation that requires all telephone service providers to include a feature that allows the customer to block calls that require a caller to manually enter a PIN (personal Identification number) before the call can be completed.
This won’t happen until our Senators and Representatives get tired of hearing their constituents complain. Prepare a stick letter from you that you can email every time.

There are still a few charities that do telephone solicitation, though they're usually charities of dubious reputation like AICR (American Institute for Cancer Research) and the Children's Cancer Recovery Foundation (look them up on charitynavigator.org, you'll be horrified). These "charities" farm their telephone solicitation out to firms that specialize in telemarketing. Since these firms call on behalf of many different charities they often set their Caller ID for something generic like "Charity" or "Cancer".
