Please go to www.fcc.gov and register your number under the Do Not Call Registry. Then file a formal complaint with the number and explain what they are doing. I submitted my complaint today. If everyone submits a complaint, they will finally investigate this scam and law enforcement would get involved (possible criminal charges against these annoying people).
Some guy with an accent called my phone telling my husband he was from the Irs and that I owe taxes and that I was doing transactions overseas rather than paying my taxes and they had sent me the paperwork in the mail. Then I called back and they said they were a loan company I would say this is a scam
