If this is your home phone, then first see if your carrier participates in No Mo Robo, which is a free service that blocks calls like these. Also consider a call blocker. I got one and am very glad I did.
If this is your smartphone, then get a call-blocking app.
If this is a regular cellphone, then assign this number to a contact and then set the ring to "No ring."
It is very difficult to force scammers like these to stop. Your number is on call lists that they sell each other, so even if you got one to stop, another 10 would fill its place.
It is difficult for the government to stop them. They may be located in other countries outside US jurisdiction and routing their calls via the internet. They may be spoofing their Caller ID, too, so if you call back, you may reach some innocent party or disconnected line.
"Calls back to this number show it's a non-working number. "
A truly smart chick would know to NEVER call back a scammer like this. If the number is valid, then all you are doing is confirming to them that your number is valid - and they'll keep calling and they'll sell your number to other scammers.
If the number is spoofed or not legitimate, then you aren't going to achieve anything.
