We too live on the west coast, Got a call today at 5;43 AM!!!! Asking for me by name, gave him an earful about the time of morning they choose to call then hung up.
CALLS OFTEN. ANSWERING MACHINE PICKS UP. MAN WITH FOREIGN ACCENT SAYS, "HELLO, MAY I SPEAK WITH ALICE? HELLO?" PROCEEDS TO HANG UP. NUMEROUS TIMES. ANNOYING--TO SAY THE LEAST. WHEN I DO NOT RECOGNIZE CALLER, I DO NOT ANSWER. EVER! IF (BIG IF) SOMEONE SPEAKS & I KNOW THEM, I ANSWER. PLAIN & SIMPLE.
SO VERY MANY UNKNOWN CALLERS. PHONE CO. PUT A "BLOCK" ON. WORKED WELL FOR A DAY & A HALF.

This number called asking for a Joseph, man with foreign accent. But also have had calls from 732-749-7374, 801-899-9303 also asking for Joseph. At one point I received 5 calls in day. Now I just keep blocking any calls from this par.
