How many times will you allow them to call before you obtain a call blocker?

My caller ID reported it as possible fraud. I answered but never said a word. They didn't speak for quite a while, then a guy said hello. I still said nothing and they stopped talking but did not hang up. I heard lots of people in the background because he forgot to put it back on mute. sounded like a possible call center but not a professional one. (blocked)

4 calls in less than a minute. Didn't answer. No VM left.
