India male voice, could not understand his name or company name; said calling re my Windows. I kept saying I couldn't understand his name or his company name, asked him to spell it. He gave up in frustration that I kept asking him his name again and again. Scammer.

That 555 prefix should signal a bad call. It's either used for directory assistance or television. Doubtful a legitimate call would come from a 555 number so it's spoofed. The scammers are doing their homework, using local numbers in hopes of getting more answers. That 555 doesn't look right, though.
