I rarely use my cell and do not appreciate unsolicited calls while I am driving.

Call on a cell and unknown number don't answer.  No message left.

Ditto. Some bozo.

I use "Mr. Number" app to screen calls. Works good for me.

Awesome!  Another Windows 10 Mobile user!  It's freaking awesome - I love the phone bits so much better than my Android phone.
