call from 920-214-0671 on 5-20-17. Did not answer. No message left.

I am on the no-call list, but still receive these and MANY more unrecognizable calls to my phone. How does one stop these calls?
I answered a call from them. Wanted to know if I was pro-life, pro-choice, or somewhere in the middle. I told them and then said "thank you" and then hung up.
Wanted to know whether I was Pro Life or Pro Choice. I gave them my answer, then---BANG!---they just hung up! It was creepy, and extremely rude. If you're going to call someone to the phone, at least thank them for their time.
Received several calls from this number PLC NPAC. Today 12-10-16 at 1;04 PM some woman left us a msg to call back 754-212-1039. Sounded like she said she was Ms. Dale?
