I received three calls from this number in a row, and I asked for verification, which did not get a clear response. I kept trying to Google it and find reports on it. I hung up three times, and finally called Microsoft, who verified it as a scam "tech support" call.
It was someone speaking over SKYPE or Magic Jack and sounded like from India, Pakistan, you know - who knows? Very difficult to understand, breaking up. Telling me I had a badly infected computer under Microsoft license, etc., and needed to open a window and type in "eventvwr" and hit return. Which I did not do.
If you get a call like this, try to get the number called from, and the caller's name, and let Microsoft know. They do not call people and do this. IT IS A SCAM.
